A special audit into Papua New Guinea’s largest infrastructure initiative, the Connect PNG Programme, will commence in March following the signing of an agreement between the government and two independent firms.
The agreement was signed on February 25 by Acting Chief Secretary to Government Ivan Pomaleu, Deloitte Touche Tohmatsu, and Norths Projects Limited for a comprehensive audit of the multi-billion-kina project.
Deloitte, a global professional services firm, and Norths Projects Ltd, a Brisbane-based engineering consultancy, will lead the review under the supervision of the Department of the Prime Minister and National Executive Council’s Internal Audit Branch.
Mr. Pomaleu expressed confidence in the independent assessment, emphasizing its importance in ensuring transparency and accountability in the massive 20-year road infrastructure program.
"I call for collaboration from all the respective agencies, provincial governments, project managers, and contractors concerned with the progress of this project for a successful outcome of this special audit work. The outcome of this work will not only benefit the government of the day but the people of Papua New Guinea as well," he stated.
The audit will involve physical inspections of Phase One projects across eight provinces, marking the first official review since work on the program began in 2022. Despite its significance, no formal audit has been conducted since its launch in 2020, the government said.
The audit will focus on key areas, including:
- Ensuring proper use of public funds
- Assessing project performance and efficiency
- Identifying irregularities or unethical practices
- Monitoring compliance with laws and policies
- Evaluating sustainability and long-term impact
- Enhancing public trust and confidence in the project
The findings from this review will provide crucial insights into the program’s management, effectiveness, and areas for improvement, Pomaleu said.
