Mining Minister Vows Transparency, Collaboration as Priorities Shift

As the year comes to an end, Papua New Guinea's Minister for Mining, Hon. Wake Goi, has expressed disappointment over unmet priorities in the mining sector for 2024.

Despite these challenges, the Minister assured stakeholders that his ministry is committed to achieving its goals by 2025.

In an exclusive interview with PNG Business News, Minister Goi apologized to investors for delays in the issuance of mining licenses. He assured that the backlog of applications would be addressed by January 6, 2025, when government business resumes.

“There is a significant workload ahead, but I am determined to ensure all licenses are reviewed and approved in a timely manner,” said the Minister.

Key Priorities for 2025:

Minister Goi reiterated his ministry’s focus on three critical areas:

  1. Appointment of an MRA Board Chairman - A vital step towards ensuring good governance, the appointment of a Board Chairman for the Mineral Resources Authority (MRA) remains a top priority. Minister Goi emphasized that this role is critical for budget approvals and operational oversight.
  2. Amendments to the Mining Act 1992 - The Minister highlighted the need for amendments to modernize the Mining Act. He acknowledged that while progress has been slow, consultation with industry experts and stakeholders would be paramount before introducing legislative changes to Parliament.
  3. Modernization of the Mining Safety Act 1977 - Plans are underway to rename this legislation as the Mining Health and Safety Act, reflecting a stronger focus on employee welfare and environmental protection in mining regions.

Minister Goi reaffirmed his commitment to transparency in all mining dealings.

“All mining deals and licenses will be signed in Port Moresby, ensuring the benefits remain within PNG. Any business conducted outside the country does not reflect the interests of our people,” he stated.

The Minister also called on investors to respect PNG's laws and processes, urging them to stick to their approved licenses. He stressed the importance of collaboration between the government, the MRA, Department of Personnel Management (DPM), and investors to drive economic growth through a thriving mining sector.

Reflecting on his three months in office, Minister Goi cited a lack of collaboration and clear communication as key obstacles to achieving his 2024 objectives. However, he remains optimistic about tackling these challenges in the New Year.

“Collaboration is key to driving economic growth and development. We must move together at the required pace to meet our goals,” he said.

The Minister also acknowledged the need for strategic initiatives to attract exploration investments while ensuring sustainable resource management.
