Prime Minister Officially Launches Review of Government Form and System, with Election of PM

Prime Minister Hon. James Marape and Constitutional and Law Reform (CLRC) Chairman Hon. Saki Soloma launched the Constitutional Directive No.4: Review of the Form and System of Government -The Election of the Prime Minister on 15 February at Holiday Inn Hotel (Waigani)

The Prime Minister also launched an online questionnaire or survey for the Review, to allow citizens and interested persons and organizations to access and contribute their views using the links below to access the online questionnaire or survey and give their views.

Speaking at the launching, Mr. Marape acknowledged that Papua New Guinea needed a wholistic review of the way the country should be governed, looking into the three arms of government (the Executive, Judiciary, and Legislative) as politicians "are usually more overlapped in the legislative process" and the time spent in listening and identifying the people's needs in the provinces is limited.

"In my honest opinion, voting for the Prime Minister is the way forward and every Papua New Guinean should exercise their rights in voting for a Prime Minister as the Reform exercise is underway," he said.

"This will give Papua New Guineans the opportunity to speak their mind using the survey that will be carried out as to how best the country should be governed after 50 years of Independence. We need a refurbishment and refined government that will suit the interest of the people," stated the Prime Minister.

The online survey is accessible from today until the 30th of June 2023 when the Inquiry closes.

CLRC will also accept written submissions either delivered by hand, postal mail, or email to the following contact details:

Other methods of data collection include:

  • Nationwide consultations in the Provinces and AROB from the 5th March to 18 May 2023;

  • One-on-one meetings; 
  • The use of social media, including the official CLRC Facebook page; 
  • Technical papers; and 
  • Study Tours

Key areas or matters of study under this Review include and are not limited to:

  • the current structure of the National Parliament; 
  • the election of the Prime Minister; 
  • the system of government; and 
  • the different levels of Government

The final report will also contain the recommendations that are expected to be completed and delivered to Mr. Marape in November or December 2023.
